Herod used the magi to find out where and when the Christ was to be born. Herod was a hypocritical, lying ruler, who in his rage about Jesus' birth confirmed Jesus as King! This passage also confirms Jesus as King through His lineage and by the worship from the magi. God reveals how people will react towards Jesus for all time. Herod represents those who will hate Christ. Chief priests and scribes represent those will be be indifferent towards Jesus. The magi represent those who will seek and find the King.
